Rebecca Baden Chaney is a partner in the firm’s Washington, D.C. office and is co-chair of the firm’s Transportation Practice. Transportation, micromobility, consumer, and other product manufacturers lean on Rebecca Chaney’s keen understanding of the transportation and consumer product industries and the legal landscape to advance their businesses. Rebecca applies her commercial-focused product risk lens to represent product manufacturers facing litigation, commercial, and regulatory challenges.

Rebecca is an industry-recognized force in litigating complex product-related warranty, defect, indemnity and contractual commercial disputes, and consumer litigation, including in class actions and mass tort proceedings. She counsels her commercial clients on product disputes, risk mitigation, and crisis management matters. Rebecca additionally defends clients against defamation claims. Clients appreciate Rebecca’s close coordination with them, her proactive approach, and her critical and creative thinking about each stage in a litigation or matter.

Rebecca’s approach embraces product liability risk management across the life cycle of product commercialization, from pre- to post-launch to aftermarket. This includes advice on product labeling, as well as National Highway Traffic Safety Administration and Consumer Product Safety Commission regulatory compliance, recall, and enforcement issues.

Amna Arshad, a former senior trial attorney at the U.S. Department of Transportation, has deep knowledge and experience in aviation issues, having drafted regulations, and led investigations, audits, and enforcement actions. Tracy Nagelbush Tolk is a senior policy director in Crowell & Moring’s Government Affairs Group, where she uses her more than 20 years of government affairs experience to help clients effectively communicate with the federal government on public policy matters in the areas of climate change, clean technology, transportation, alternative energy deployment, cybersecurity, energy efficiency, Native American affairs, and natural resources development. Tracy is well regarded on both sides of the aisle.

Prior to joining Crowell, Tracy worked as an energy policy professional and lobbyist at Van Ness Feldman LLP, a boutique D.C. law and lobbying firm. She directly represented several electric utilities, clean energy, transportation, and agriculture companies and various coalitions on Capitol Hill and before federal agencies. Tracy advocated for clients’ interests in the areas of renewable energy generation, production of alternative transportation fuels, alternative refueling infrastructure, transmission manufacturing, and manufacturing of electric vehicles. She also has assisted clients in securing federal funding for a variety of energy projects. This included crafting documents for client use on Capitol Hill, writing Congressional updates in various publications, and executing strategic plans to ensure clients’ government relations objectives were met.

Tracy’s Congressional experience includes serving as a senior advisor to Governor Jay Inslee (D-WA) while he served in congress and former Congressman Jim Davis (D-FL). She successfully managed all energy, environment, and transportation policy issues for the Congressmen who were both assigned to the House Energy and Commerce Committee. For Inslee, Tracy also managed matters before the House National Resources Committee as well as the Select Committee on Energy Independence and Global Warming. In this role, Tracy created outreach programs to educate members of Congress on the latest science regarding climate change; hired and managed legislative fellows; and developed strategy to successfully execute the passage of various legislation.

While working for Congressman Davis, Tracy handled all federal and state communications before, during, and after Hurricanes Charlie, Frances, Ivan and Jeanne, including with Governor Bush, FEMA, and the counties and cities affected by the storm.

Tracy is an Adjunct Professor at George Washington University teaching a course in the masters in Legislative Affairs program.

With a career spanning more than 25 years working in government and politics, Scott Douglas is a veteran lobbyist with experience at the highest levels of federal and state government. Scott has served in both in-house and external government relations roles and knows how to effectively execute grassroots, public relations, and crisis communications tactics as important components of broad-based government relations strategies.

Scott is a senior policy director in Crowell & Moring’s Government Affairs and Health Care groups, where he focuses on assisting clients with legislative and regulatory issues. Scott uses his significant health care public policy experience to assist health care companies; managed care, long-term care, and long-term care pharmacy facilities; trade associations; and other organizations with legislation before the U.S. Congress.

Scott has experience working in highly diverse settings, including Fortune 500 companies and a contract lobbying firm. He has run multistate lobbying operations, working directly with decision-makers and overseeing external lobbyists. Scott directed the state government affairs program for the 47-state operation of a Fortune 400 health care company, monitored developing legislation, and developed and executed lobbying strategies. He was also a principal lobbyist at Capital Link Consultants, a leading Kentucky lobbying firm, and successfully represented clients from the health care, consumer finance, education, manufacturing, retail, insurance, and information technology sectors.

In addition to his government affairs background, Scott worked as the finance director for Sen. Mitch McConnell, the current Senate minority leader. He also served as the Kentucky campaign manager for Bush-Cheney 2000 and as the political director for Sen. Jim Bunning’s 1998 campaign.

Scott is a past president of the Washington Industrial Roundtable, an executive-level organization that meets regularly for off-the-record meetings with members of Congress, executive branch officials, public figures, and private-sector spokespeople to discuss current public policy issues.
